They already have foreigners in their team (one Taiwanese and one Korean, as far as I know), and it is stated in the Japanese homepage of the game that new members are always welcome. The only things that matter are your Japanese skills and your familiarity with 2chan, as almost all of the discussion/coordination regarding the game takes place there.
