I have. If you downloaded RTP in a zip folder (link above), the folder might have corrupted characters in its name. Just cut and paste the exe file into another area (Downloads folder). The corrupted name in the folder of the exe is what prevented AppLocale from launching the exe for me.
You can also go to Start Menu > Region. From there, click on the Adminstrative tab and click Change system locale. You should change it to Japanese and restart your system.
