The game has only a few options (and, like most YN fangames, almost no dialogs), so even if you can't read Japanese, you will be able to play it.
See this video, it has almost all the text translated, so you can get the basic idea which option does what.
As far as I know, there's no finished English translation. Mostly because this game is very actively developed, and the translators can't keep up with the new releases.
