Not really. I've collected a lots of money without killing any NPC (apart from Urotsuki's reflection in the day/night towers), yet I've never seen the clown so far, neither in this area, nor in the dark rooms.
I believe you need to attack the clown in the Guts World building at least once and have a certain amount of money to make it appear here.
