you have to be very precise to make it appear this way. equip the wolf+bike effect first, then check the dream computer, and keep the wolf and bike effect while you go through heart world to the shrine (shortest path).
once you get to the deciding street, it will get auto-unequipped. walk up to the netherworld an re-equip it once you enter, and ride down to the doors to the shrine.
the spirit appears when handy switch 2 is turned on, and checking your dream computer with the wolf+bike effect equipped forces handy switches 01 and 02 on.
it'll appear every time if you do it this way, unless you do something to accidentally deactivate the switches along the way.
