The Style Guide has recently been rewritten. Please take a moment to review the new guidelines.
I think there might have been one for a very early version of the game, but that's obviously outdated now. I doubt it'll be translated until it's finished or fairly close to completion.
Some menus, library books, and such are translated here on the wiki. For the effects, it may be hard if you can't read kana or know enough Japanese. The Effects page has them listed in order.
