Well for the Forest Carnival, you need the RTP Night1 file, rename it to 夜空1 and put it in your Panorama Folder
Actually, mostly all the missing files are RTP Files.
Just open RPG Maker 2003 and export these files: (as .png!!)
(Panorama) sky1, rename to 空1
(Panorama) night1, rename to 夜空1
(CharSet) object1, rename to オブジェクト1
(ChatSet) object2, rename to オブジェクト2
