the 44% is what happens when you dont run it in japanese, because it reaches the japanese files and then just crashes - but applocale definitely shouldnt be refusing to run it.
it's either being amazingly annoying, or the .exe might have stuffed up when you extracted it. (kinda doubt it), or just check you're trying to run it in japanese (very bottom of the list, still kinda doubt it)
you could try re-extracting it, or running applocale as an administrator might help.
what OS are you trying to install on?
