I think you need to install the two patches for the latest version. I'm the one who updated this page last, and this is all true on my game (I have .097g with the two patches). Also, sometimes it takes a lot of tries for the TV to show a different screen. And if I'm remembering right, you should be able to do it in your version, but the area it unlocks will be blocked off.
