Yeah, that description looks pretty outdated. Smile-San is in Flying Fish World. To get there, go to Geometry World, then go straight up until you reach a bunch of blocks then go into the doorway on the leftmost one, which takes you to the Dark Museum. In the third area there's a little ticket booth you interact with to reach Flying Fish World. If I remember right, he's in the doorway that's blocked off and you need to chainsaw to get in.
