It seems the formula for the Tonkin was updated. It now uses a variable that stores Urotsuki's "Level" (Read: number of effects), and then multiplies that number by 100. This means that a file at 100% effects (Assuming DEBUG is not on) can gain a maximum of a whopping 3500 Yume per flip, which utterly breaks the Dream Bank's near 1,000,000 requirement to max it out.
