Actually, after looking around some code, I have found that the indication that the Chaotic Buildings connection being one-way/inaccessible from here is correct. There is no teleport to the hallway with Wataru's map within the building, sorry. Also, this connection was once in the River Complex, however, it was moved to this exit only location
