Looks like it hasn't moved, although my game's a few builds behind right now. Entering from the nexus, it should just be where it is on the map. :s
Sidenote: I've actually never noticed until now, but Urotsuki needs to have atleast 15 effects for the crossing lights to actually hand over the effect.
