I disagree. He is not an important character at all, and does nothing which could be important for Urotsuki's journey. There are many characters in this page who are far more important than him, but none of them have a separate page.
As for his name, what exactly is wrong with it? It literally means "octopus man", and he is indeed an octopus man.
