i might be mistaken since my japanese's not good,
but the neon sign says "早く起きたほうがよい” (backwards) which means "better wake up soon" after exiting the spotlight scene.
And if you come back to the sign after crossing the bridge the sign says (in glitched manner) "Hellow!" --> "Helellow!" --> "Hell !"--> "Hell ow!"
