You go to binary world, use the rainbow effect, then find a certain kelp plant that takes you to the bar. It will have a certain rainbow pattern that strikes out against other plants that turn rainbow after using rainbow effect. I do not know exact location of the plant though. Once inside, use polygon effect to break down the cones blocking entrance. The area is a bit incomplete though.
