It could be an older version, perhaps? I combed River Complex pretty thoroughly in RPGMaker and in-game and found no teleports to any of wataru's maps. The area the commenter described was once connected to the top floor of the black building.
There is actually an alternative; somewhere in the deserted pier there is a humanoid NPC that warps you to Windmill world as well.
