I'm not really sute what happened, honestly. It's supposed to be the music for map 1310, but in the code it appears connected to map 1307. Finally, it's unlocked by getting the skill 1310, which isn't on the common event that verifies if you have entered a certain map.
So yeah, not sure what is happening here.
