Kisu-Tenmetsu is an odd flashing creature that can be found in the water of the bridge near the Witch's Island.
Overview
Only Kisu-Tenmetsu's head is seen popping up from the water, which shows that it has blueish-gray skin and an oddly-shaped face that flashes red as it changes expression. It will only react to the Cat and Stoplight effect, having a standard reaction to both.
