I believe you have to interact with the shelf thing beside your computer. There's two modes to the shift menu. I think the first one is just chosing a "Favorite" Effect (By interacting with the shelf again, while having a certain effect equiped, I believe.) The second one is basically a menu for your effects, but with pictures instead of text. I hope it helps a bit.
