To specify - you need to go to the factory first and get the outfit so that the switch is triggered, and then go into the shopping center and 'change' to get the idol costume. Also, I think you mistyped, because the idol effect still isn't available.
...Urotsuki doesn't seem cut out for the idol life. She's not LADY!!.
