You can scroll the screen by any amount. If you set both values to 0, it will scroll the screen back to its original position. In non-native environments, such as in EasyRPG (0.8), it is replaced with a regular screen scroll with a speed of 6. An event that uses this is CEV[0295:Fix Screen at Specific Coordinates].
