I checked both the Underground TV Complex and the Mailbox, but activating the Instructions effect did nothing. I'm on version 0.105f. Are you running a different version, am I doing something wrong or could it be luck-based?

Looks like some's just added that. The red screen event is a 1/54 random chance when opening the instructions and isnt related to the TV complex at all.
Info on that event probably belongs somewhere (probably the events page), but yeah it shouldn't be on this page.
Edit: Actually maybe the instructions deserve an entry in their own small section on the effects page, since they're part of that menu.
