oh, windows home basic doesent come with japanese languages by default, apparently. use vistalizator to install the japanese language pack if you didnt already, that's probably the most important part :P
anyway once that's done, you still have to run it with applocale. (i think the reason it wouldnt run before might have been that you didnt have japanese on your system atall to start with.)
so, try the RTP with applocale, it -should- work now.
if it doesent, the japanese text might have been scrambled when you downloaded it the first time, in which case just download a fresh copy of the RTP and try -that- one with applocale~ :P
