This area is a teleport maze. It consist of gear-shaped platforms with rotating Phillips-head screws on them, which act as portals, and a scrolling background with a picture of gears. As of version 0.097c, this area is unfinished (although the teleporter logic is completely functional, there are no exits apart from the one to the Construction Frame Building), and the path between the first and the second platform is blocked by a traffic cone.
