He is found on The Road section of [[Dense Woods|Dense Woods B]] surrounded by traffic cones. Interacting with him gives you the [[Effects|Stoplight]] effect, it is an obvious reference to traffic accident deaths. Using the [[Effects#Cat|Cat]] effect near him causes him to twitch, which unnerves many people who see it for the first time.
