Unlikely to either. I'm just copying and pasting shit into Google Translate, but a lot of the text in the game is in images and I can't copy and paste any of that. If someone who actually knows any Japanese wants to lend a hand, they're more than welcome to do so.
As for installation, that's entirely up to the Yume 2kki dev team and unlikely to change, really. The game was developed using the Japanese version of RPG Maker 2000 and uses Japanese characters in about half of its assets' file names, which requires applocale/region setting, and I can't think of any simple way to address that.
