Connection to Rusted city seems questionable for me from the design point of view: that way, it is possible to navigate to Star Ocean without penguin effect, whilst Urotsuki automatically equips it there - even if she doesn't have one. And traversing from Star Ocean back to Atlantis for the first time is much more underwhelming than doing it the "proper" way.
