The Deciding Street (順番待ち, Junban-machi, Waiting) is an area accessible from Heart World.
Features
The area is simply a T-junction with yellow paving stones and pinkish buildings. There are a number of grey people lining up behind a counter where a blue blob creature with one eye seems to be telling them which way to go.
You are unable to go anywhere if you go right (shown by the spinning "stopping prohibited" signs), but if you go left, the road transports you to Dizzy Spirals World.
In this area, you cannot use any effects or gain access to the menu screen.
The Bazaar
You can enter the Bazaar by going into the building on the right of the path to the blob. It is a small area with a telephone and a purple person.
You can access your menu screen in this area, so you are able to get the Twintails effect. By killing the telephone and using the Telephone effect while standing on the tile, the purple person will answer you and give you the effect. After getting it however, Urotsuki becomes "paralyzed" and doesn't seem to be able to move her legs even when she moves.
