The Neon Parrot is an effect NPC from whom the Neon effect can be obtained.
Overview
The Neon Parrot can be found in Neon World, and thus gives the Neon effect when interacted with. He can be easily located by going one room west and two rooms north from the entrance plaza.

- He runs away at twice his normal speed when the Knife is equipped.
