I have Windows 8.1. With no previous installations of RTP 2000 or 2003 present,
1. I ran the ""Install RTPs.bat" script" described above in the Automatic install section.
2. I downloaded the latest Yume 2kki (full) in a zip file and extracted it normally.
3. I ran Applocale and used it to run the extracted RPG_RT and everything is working fine.
