The eye people are located in White Desert A in a large group.
If you stab the eye box located in White Desert A with the Knife, there is an one in thirty chance of teleporting you to the area with these NPCs; to go back to the desert stab the eye box again for the one in thirty chance of a teleport.
You can freeze them with the Stoplight Effect, and attract them with the Cat Effect similar to most other NPCS. If you use the Knife on one of them, all of them stand still for a moment.
