It's a place accessible by climbing a lot of stairs in Wilderness B.
If you kill the blue creature, you’ll receive 100 Yen. But that could be hard, because it warps around.
Past the blue creature is a bunch of people staring off the cliff, possibly at a small object that flies around over a distant city. There is also a tunnel that when you interact with the flowers an odd number of times, the door into there will go out into the place where you get Triangle Kerchief.
