You get the Fairy effect in the Onyx Tile World as of .098i. Look for a black doorway outlined in purple and take the elevator up to the room with a desk and a fairy in a cage in it. Interact with the fairy to get the effect.
I'd give you more details, but I don't yet have a solid route for getting to the doorway. Once I do I'll update the page.
