to enable the maid you have to have the 'sink to the bottom of the water' wallpaper, #107, which you get from an event on the Ocean Floor.
in the construction frame building she appears on the 2nd floor, in the room on the left at the base of the staircase.
and on the subway platform she appears exactly where she's shown in the gallery :P
