oh, windows home basic doesent come with japanese languages by default, apparently. install the japanese language pack if you didnt already, that's probably the most important part :P
anyway, you still have to run it with applocale. i think the reason it wouldnt run before might have been that you didnt have japanese on your system atall to start with.
so, try the RTP with applocale, it -should- work now.
if it doesent, the japanese text might have been scrambled when you downloaded it the first time, in which case just download a fresh copy of the RTP and try -that- one with applocale~ :P
