It's just that there isn't any actual way to get to the Library from any other place. Nowhere, afaik, teleports you to the Maiden Outlook and allows you to go to the Library from it; same for the Eyeball Archives, Word World... etc.
And no, the earliest versions of the game actually contain the Library. You're kind of out of luck there. Back when Y2kki was just starting out one of the first few areas in the nexus was that place. There... was a lot of RTP music, to be honest. It was embarrassing looking.
