I checked both the Underground TV Complex and the Mailbox, but activating the Instructions effect did nothing. I'm on version 0.105f. Are you running a different version, am I doing something wrong or could it be luck-based?

Where's it say anything about the instructions effect doing anything? oh it says manual. guess I'll look into that.
someone like -just- added that. I'm pretty sure the red screen event when opening the manual is a random chance and isnt related to the TV complex at all.
