Utility Pole World is an area accessible by heading west of the Entrance.
Features
The area is a black void with wooden utility poles sticking up out of the ground. Surrounding all of the poles at the base are small ripples, possibly implying the area is in water. The only NPCs in this area are strange spinning objects that can be killed with the Iron Pipe. They also stop spinning when the Whistle is used and move away from Sabitsuki when the Handgun is fired.
Entering the area places Sabitsuki in front of a dark grey door that leads back to the Entrance when opened. Slightly southwest from said door is an iron pipe laying in the middle of several utility poles. Interacting with it grants the Iron Pipe effect.
In the center of the area (southeast from the door or shortly west of the iron pipe) is a small dark gray building which leads to the Apartments.
