Underwater B is an area accessible from the stairs by the gift shop in Aquarium World.

Main Area
The main area in its entirety looks exactly like Underwater A, an aquatic-like area with tons of seaweed-like structures and teal colored rocky structures; Going left for a bit from the entrance, an NPC with black hair and large yellow eyes can be spotted above a rocky structure appearing to be out of reach; Equipping the Tuning Fork effect and pressing the interaction button near said NPC will make them ring their tuning fork as a form of response before jumping down from the rock structure above, interacting with them leads to Benthic World.
