I ran into the same error. I eventually was able to determine that it could be fixed by right-clicking AppLocale, choosing Properties, and checking 'Run this program as an administrator'. I'm going ahead and posting this here even though the original person asking about it no longer needs the fix so that how to fix that particular error is documented in case anyone gets stonewalled by it in the future.
