Urban Heights is an area made up of many concrete rooftops, joined by white ladders and wooden bridges. The buildings upon which you walk have windows in them, with various things behind them. Some rooftops bear yellow markings that seem to be indicating paths. A couple of helipads can be seen.

Heading north from the entrance, then turning east and looping back south, a lone pink pinwheel can be found on one rooftop. If you instead head west, you will find a rooftop with a construction sign and a digital clock on it. A doorway is visible here, which you have to go back east and loop around west to enter.

Interacting with the pinwheel seemingly does nothing, but in fact turns on the digital clock, which will display 9:00. Interacting with it in this state will play the sound of an alarm. Using the pinwheel again will turn it off.

Through the door is a hallway with metal flooring and several windows in the northern wall. A lone gray vending machine stands in the middle. The end of this hallway contains another doorway, which leads out to the rooftops again. Continuing past a couple of inaccessible doors leads to Urotsuki climbing down a tall building, eventually arriving at a small path with the sky in the background. Outside the path, the sky seems to be covered in some sort of cookie decorations, a prelude to the next world accessed by heading east, Cookie Isle.
