Are the "unfinished zones" really unfinished? Various wallpapers acknowledge their current states, there are no construction signs anywhere and way too much places are accessible via potted plants for these to only be unfinished and hidden zones. Hell, one of them is needed to get one of the endings. On top of that, there doesn't seem to be any reasons to believe that they're unfinished other than their unorthodox entrance and relatively small size.
