The Snowy Suburbs is an area accessible from the floating blue and cyan stone in Nazca Valley. Interacting with the stone in Nazca Valley will take you to an isolated area, however, equipping the Lantern effect and interacting with the stone will take you to the main area where you can explore the town.

Features

This is an almost completely empty area with only one house being able to be entered shortly south of the entrance. The Witch of Charity from the Hatred Palace's portrait appears frozen inside the living room. The whole town is scattered with frozen residents that you can use the Lantern effect on, but it won't thaw them out. Urotsuki will refuse to use the Teru Teru Bōzu effect here, however equipping it will give you Wallpaper #500.
