The area is a black void with wooden utility poles sticking up out of the ground. Surrounding all of the poles at the base are small ripples, possibly implying the area is in water. The only NPCs in this area are strange spinning objects that can be killed with the Iron Pipe. They also stop spinning when the Whistle is used and move away from Sabitsuki when the Handgun is fired.
