The Vermilion Rooftops, true to its name, is mostly a deep red and consists of two separate navigational areas on the rooftops of buildings. A paper plane can occasionally be seen in the sky flying past.
If the player has arrived here via the Hotel Room door to pick up the Bellhop effect, the passage back through the door will be blocked by three shadowy figures with red eyes. They cannot be killed nor can they be interacted with, so Irving will have to use the Mobile Phone or wake up to leave the area.
The entrance from Scarlet World has the player go down a fairly linear pathway to the Hoarder's Room for Bestiary Entry #40.
