The Waterlogged Flats is an area accessible from Crossing Thickets in Crossing Forest.

From the Crossing Thickets of Crossing Forest, go right to the second floor, which contains four doors. Interacting with the first or the second door will make a different refusal sound. The third door is blocked by a red construction sign. And going through the fourth door, you will see three white streetlights and a rectangular hole seemingly leaking mud, and on the left a black-and-white door is blocked with yellow construction barricades.

Interacting with the imp-like Scott will grant Scott's mask.
