The Red Sands B Settlement can be accessed through a hole in the chain-link fence surrounding it. Most of the houses are empty, but the one with a second story left of where you came, has a dark overgrown corridor in its basement which leads to the second part of the settlement. This is where Kema is found in one of the houses, bouncing a beach ball against the wall. Interact with her to obtain the Beach Ball memory.
