Entering from Blue Apartments places you next to a jukebox-like machine. Going west brings you to an eyeball creature and a set of doors to Retro Cartridge Game. Going east leads to a large yellow arch and an NPC. Further east is a door blocked by a sign. Continue up the stairs, then use the door there, and follow the stairs all the way up to be taken to a large building with a ladder. Walking into the background takes you to the other side of the building, which has a set of doors that take you to the Dice Hotel in Realm of Dice. Go up the ladder instead to find a pedestal that displays the horse mask with a colorful aura around it. Interact with it to equip the mask.
