Celestial Garden is an area accessible from the top floor of the Spirit Mansion in Haunted Forest Town.
Features

Oddly-shaped pools of still water, with cloud-like accents on the edges, reflect the wavering sun. Towering brick walls enclose the garden to the north and the east, though a view of below can be seen to the south.
Navigating through the curly grass north and slightly east of the entrance leads to a raised, fenced-in brick walkway with a pool of water in the middle of it. This walkway extends south, ending past peculiar pools of water. West of here is a unique blue creature, only visible when the Eyeball Bomb effect is equipped.
